Habilitated doctor (Doktor Nauk) Boris A. Likhachev is the Academician of Russian Academy of Transport (RAT). RAT has 996 full members – leading scientists (habilitated doctors), foreign delegates, and corporate representatives.
General Director of International Air Transport Corporation “Rusavia” habilitated doctor Boris A. Likhachev is a graduate of the Kharkov Aviation Institute (1965). Boris Likhachev held executive positions of General Director of Stock Leasing Company “Alak” (1991-1997); Deputy Head of the Department of Foreign Relations of Ministry of Civil Aviation (1990-1991); First Deputy of General Director, Deputy of Commercial Director, First Deputy of the Head of International Commercial Department of Ministry of Civil Aviation (1981-1990); Deputy of Commercial director of International Flights Department of Aeroflot (1980-1981); General Representative of Aeroflot in Frankfurt (1975-1980).
Habilitated doctor Boris A Likhachev has created and developed numerous projects, related to operations of International Airlines.

Chief of Veteran Council of Civil Aviation HQ of Russian Federation, Member of Expert Council of MAKS International Aviation and Space Salon, Mr. Victor V. Gorlov has joined team of IS Aviation advisers.
A graduate of the Kuibyshev Aviation Institute (1961) as a mechanical engineer, he has extensive knowledge and experience in the management of civil aircraft operation and maintenance, aircraft airworthiness and reliability, accident investigation, aircraft certification, and protection of the environment from the impact of aviation.
During the 50 year career he held executive positions of Deputy Minister of Civil Aviation (aircraft operation and maintenance 1986-1991); following the dissolution of the USSR, Deputy Director of the Department of Air Transport, Ministry of Transport of the Russian Federation (1991-1996); and Deputy Director, Federal Aviation Authority of Russia (1996-2000).
Mr. Gorlov’s contribution to works on Russian and international aviation issues are recorded by the ICAO in 2001 Colloquium on Environmental Aspects of Aviation and in Brian Shaw’s “Networking in the Russian aerospace industry”.

Habilitated doctor Gipich is the Chairmain of State Technical Committee on Standardization #034 “Air Transport” of Federal Agency on Technical Regulation and Metrology (former Gosstandard) since April 2010. Among other things he is General Director Deputy of State Stock Company “Aviatekhpriemka”, the legal successor of Technical Control Board of Ministry of Aviation of USSR. In the past he served as the Head of Division of Air Transport Department of Ministry of Transport in Russian Federation.
Habilitated doctor Gennady N. Gipich is a worldwide recognized expert on aviation safety and standards.

Sales Director of Heico Component Repair Group Mr. Joel Ortiz and and Vice President of IS Aviation, Inc. Mr. Arsen Ismailov performed a trip to Russian Federation to visit existing and potential customers. Professional overhaul of used aviation parts is not a standard type of business for airlines, MROs, and distributors of aviation parts in former CIS countries. Normally they just use and / or distribute OEM and PMA parts. However, the professional overhaul services, provided by Heico Components Repair Group, are widely executed around the world to save on aircraft maintenance costs and make HCRG clients more competitive. This option is very important during the economic downfall.

AVIAKRUG was incorporated in Russia in 2000 with it’s core business being the supply and after-sales service of Russian civil aviation products to both domestic and international customers. The Company has an established clientele and is an industry leader within its specific field of product support for Kamov helicopters. It also engages in Kamov-32 helicopters sales, as well as in modification and upgrade programs for Ka-32 and Mi-17 civil helicopter types. IS Aviation, Inc. is allowed to offer services of AVIAKRUG to IS Aviation’s clients, as well as helicopters, listed for sale; in exchange AVIAKRUG is able to work directly with partners of IS Aviation – Heico Components Repair Group and Regent Aerospace Corporation

The representation agreement between Heico Component Repair Group and IS Aviation, Inc. has been signed today.
